Two people charged following the execution of a search warrant on Cartier Street – makeshift clandestine laboratory uncovered

(Ottawa) – Yesterday, the Ottawa Police Service Drug Unit executed a Controlled Drugs and Substances Act (CDSA) search warrant in the 1-100 block of Cartier Street and uncovered a clandestine laboratory. Two people were arrested without incident.

The warrant was executed on January 10th, beginning around 11:45am, with the assistance of the Tactical, Neighbourhood Response Team (NRT), Traffic and Forensic Identification (FIS) Sections, and partners including Ottawa Fire Services (Hazmat), Ottawa Paramedic Service, and the CBRNE Team (Chemical, Biological, Radiological, Nuclear, and Explosives).

Frontline officers had observed a possible makeshift clandestine drug laboratory at an apartment when they responded to a call for service at that location earlier this year.  The information was reviewed by Drug Investigators and Clandestine Laboratory experts, including Health Canada, and it was suspected that the lab was producing amphetamine and methamphetamine. The substances will be analyzed by Health Canada.

As a result, Erik E. KANSTRUP, 38 years old and Stacey Emily MCLENNAN, 32 years old, both of Ottawa have been charged with:

  • Possession, sale, etc., for use in production of or trafficking in substance CDSA 7.1(1)(a)
  • Production of a substance CDSA 7(1)
  • Conspiracy to commit an indictable offence CC 465

Both were released on a promise to appear.
