The former Ottawa Police Services Board established the Thomas G. Flanagan Scholarship as a means to assist racialized and Indigenous women who have expressed an interest in a policing career. The scholarship funds are derived from an endowment that was arranged upon the retirement in 1993 of the late Ottawa Chief of Police Thomas G. In January 2019, Justin Villeneuve was just 12 years old when he was walking through a park and noticed a man lying in the snow who appeared to have collapsed. In February 2018, an officer attended Sheila Joly’s workplace to inform the employees of a missing person who was known to frequent their business. The man was elderly and suffered from dementia.
The same day, Sheila was on her way home from work when she spotted the missing man walking. She took it upon herself to drive him home safely.
