Investigation into unlicensed establishment on Rideau Street: charges laid

(Ottawa)— The Ottawa Police Service (OPS) has laid multiple charges following a five-month investigation into an unlicensed after-hours establishment operating in the 100 block of Rideau Street.
In September 2025, frontline officers from Central D Platoon launched an investigation after receiving community complaints regarding a non-operational licensed premises believed to be functioning as an illegal after-hours bar.
The investigation included witness interviews, extensive video analysis, document review through municipal and provincial channels, and follow-up inquiries with associated business operators. Officers also worked to identify 21 individuals connected to the establishment.
During the investigation, officers executed search warrants to obtain evidence, which resulted in the seizure of electronic evidence, including CCTV recording equipment. Investigators conducted nearly 100 hours of video review as part of the case development.
The investigation was carried out in partnership with Ottawa Fire Services, Ottawa By-law and Regulatory Services, and the Alcohol and Gaming Commission of Ontario (AGCO) and with the cooperation of the Minister of the Solicitor General’s Office and the OPS Neighbourhood Resource Team.
Ultimately, investigators determined that the establishment was unlawfully serving alcohol, operating a shisha consumption lounge, employing unlicensed security personnel, and failing to comply with Ontario Fire Code regulations.
Ten individuals and two corporations have been charged; 11 suspects have yet to be identified. In total, 85 Provincial Offence Notices and four Criminal Code charges have been laid.
The OPS recognizes the concerns raised by licensed business owners regarding illegal after-hours establishments operating outside regulatory requirements. This investigation demonstrates OPS’s commitment to addressing those concerns and supporting legitimate business operators.
Investigations into unlicensed establishments remain ongoing. The OPS will continue working with regulatory and enforcement partners to ensure compliance and community safety, in alignment with its strategic vision of being a trusted partner in the community.
