Public Safety Notification: High-Risk Offender Release

FOR IMMEDIATE RELEASE: Wednesday, June 3, 2026 4:11 p.m.
(Ottawa) —On June 3, 2026, Christopher Roulston, 46, was released from prison on day parole. Roulston is a designated Dangerous Offender who is currently serving an indeterminate life sentence for Sexual Assault with a Weapon (x3) and Uttering Threats. The offences took place in Toronto, Ontario, in 2002.
During his release, Roulston will reside in Ottawa on day parole in a community-based facility under structured supervision, with oversight provided by the Correctional Service of Canada and monitored by the Ottawa Police Service (OPS) High-Risk Offender Management Unit.
Roulston is subject to a curfew and several conditions, including:
- No direct or indirect contact with the victims of the offences.
- Immediately report all relationships and friendships with females and any changes to the status of the relationships/friendships.
- Not associate or communicate with anyone they know, or have reason to believe, is involved in criminal activity.
- Not consume, buy, or possess alcohol.
- Not go into businesses where alcohol sales or consumption are the main source of income.
- Not consume, buy, or possess drugs, except prescribed medication taken as directed or over-the-counter medication taken as recommended.
The OPS is notifying the public because the High-Risk Offender Management Unit believes Roulston poses a significant risk to public safety, particularly to women, given his history of violent stranger sexual assaults and the high risk that he will re-offend or breach his conditions.
Anyone who is aware of potential breaches of Roulston’s conditions should not approach him and contact the OPS High-Risk Offender Management Unit at 613-236-1222, extension 4395, [email protected], or 9-1-1 in case of an emergency.

This public safety warning is being released under the authority of Regulation 412/23 made under the Community Safety and Policing Act, which allows for the release of personal information about an individual if it is reasonably believed that the individual poses a significant risk of harm to other persons or property and it is reasonably believed that such disclosure would reduce that risk.
