Tow truck enforcement initiative supports compliance and public safety

Ottawa – The Ottawa Police Service, in collaboration with enforcement partners, is continuing its work to strengthen compliance within the towing industry while supporting public safety and consumer protection.
From January 1 to March 31, 2026, officers conducted targeted inspections and enforcement under the Tow and Storage Safety and Enforcement Act (TSSEA) and the Highway Traffic Act, resulting in:
- 75 total charges laid
- 41 TSSEA charges
- 34 Highway Traffic Act charges
- 7 tow trucks placed out of service for safety violations identified through CVSA inspections
- 1 tow truck impounded under a 7-day Vehicle Impoundment Program
- 33 tow yard inspections conducted
- 18 TSSEA charges issued for tow yard non-compliance
- 5 businesses refused or had certificates cancelled by the Ministry of Transportation of Ontario as a result of enforcement action
This initiative reflects a coordinated approach focused on both enforcement and education. All companies charged were informed of violations prior to court proceedings. Where appropriate, an option to stay charges was extended to support compliance with legislative requirements.
In cases where operators demonstrated that identified issues had been corrected, charges were stayed by the prosecution, with input from the investigating officer.
This approach is intended to support a cooperative and accountable relationship with the towing industry. By combining enforcement with opportunities for corrective action, the OPS and its partners aim to promote higher industry standards, support compliant operators, and enhance safety for all road users.
The Ottawa Police Service will continue to work with partners to address non-compliance and ensure safe, professional towing practices across the city.
