A Second Chance: How an OPS Arrest and Pre-Charge Diversion Turned a Life Around
When Ottawa Police Service (OPS) officers make an arrest, the ultimate goal isn't just enforcement—it's safety, accountability, and, whenever possible, helping individuals find a way forward. A recent message received from a community member serves as a powerful reminder of how compassionate policing and pre-charge diversion programs can truly change lives.
During a night of heavy rain, an OPS officer responded to a call and placed a local woman, "Ms. M," under arrest. At the time, Ms. M was struggling through one of the lowest points in her life, caught in the grip of a severe personal crisis.
Recognizing that rehabilitation and community support—rather than immediate punitive criminal charges—were what Ms. M truly needed, the officer diverted her case through the Adult Pre-Charge Diversion (APCD) program. Designed to address the root causes of criminal behavior by connecting individuals with essential community services, the APCD program allowed her to be referred directly to the Elizabeth Fry Society of Ottawa. The organization provides specialized support, guidance, and rehabilitation resources for women navigating the justice system.
Through her referral via the APCD program, Ms. M was given the opportunity to complete tailored community-based requirements in lieu of facing formal criminal charges.
Recently, Ms. M reached out directly to the arresting officer with an inspiring update: she has successfully completed the Adult Pre-Charge Diversion program, remains clean and sober, and has successfully returned to work.
"I just wanted to say thank you and let you know how grateful I am for the arrest... You changed my life!" Ms. M wrote. "Instead of charging me, you referred me to the diversion program at the Elizabeth Fry Society. I can't begin to tell you how much that changed my life. I’m still clean, sober, and back to work!"
She concluded her message with a heartfelt note of encouragement for all frontline members: "KEEP CHANGING LIVES!!"
This success story illustrates the vital role of the Adult Pre-Charge Diversion program in Ottawa—demonstrating how police officers and community service agencies work together to offer second chances, build a safer community, and transform crisis into recovery.
