The Real Time Operations Centre (RTOC) is an operational hub within the Ottawa Police Service (OPS) that enhances public safety through live monitoring, rapid response coordination, and data-driven decision-making.
By integrating technology, intelligence, and communication, the RTOC ensures that frontline officers and community partners are supported with timely and accurate information.
Core Functions
- Live Incident Monitoring: Surveillance and analysis of unfolding events and high-priority areas to support proactive and reactive policing through body-worn cameras, in-car cameras, and city traffic cameras.
- Operational and Incident Support: Real-time coordination and resource deployment during critical incidents.
- Frontline Staffing Support: Plays a critical role in supporting and optimizing frontline staffing decisions based on operational needs and emerging incidents.
- Open-Source Intelligence: Responsible for efficient, effective real-time open-source information and intelligence support to frontline police operations.
- Data Integration: Use of crime trends, traffic data, and community input to guide strategic deployment.
- Interagency Collaboration: Seamless communication with emergency services, municipal and provincial partners.

- Social Media Monitoring: The RTOC actively monitors social media platforms to identify and respond to imminent public safety concerns.
- Media Liaison Role: After hours and on weekends, the RTOC serves as a key liaison between OPS Media Relations and the public, ensuring timely and accurate information is shared during critical incidents.
